圖書館在編目時第一件工作是決定他的編目規則，
在台灣中文資料習慣用《中國編目規則》，
西文資料習慣用《Anglo-American Cataloguing Rules. 2nd ed., 2002 Revision/2004 Update》，
中文指的是中文、日文、韓文，西文指的是英、美、歐語體系。

1.編目圖書時的主要著錄來源、指定的著錄來源為何?(中+英)(完全按照書上說法)
圖書的主要著錄來源為書名頁，諾無書名頁則應從書中找個替代品；缺書名頁或無涵蓋全書的書名頁時(如某些聖經版本、雙語字辭典)，
應從書中選去資料最完備者做替代品，如：封面(書衣除外)、簡略書名頁、卷端、末頁、逐頁書名、或其他部分，並在附註項記載其來源。
若圖書本身無法提供著錄所需的資料，可以使用任何其他來源的必要資料；習慣上，記載於書名頁的資料，若記於相對的兩頁或連續數頁上，
不論其資料是否重複，均將此部分視為一個整體，當作書名頁。
指定著錄來源為題名及著者敘述項、版本項、出版項、稽核項、集叢項、附註項、標準號碼及其他記載項。

著者敘述(Statement of responsibility):依作品之主要著錄來源著錄，著作方式記於著者名稱之後，
著者敘述非得自主要著錄來源者，加方括弧。即使主要著錄來源所署著者不足憑信或有疑問，仍照樣著錄，而以考證所
得記於附註項。
